Talkatone is a free iPhone app that lets you make and receive phone calls over Wi-Fi or 3G using Google Voice.

Talkatone is a free Google Talk℠ and Google Voice℠ client with iOS4 backgrounding and local notifications which offers exciting Instant Messenger, Voice Calling over Wi-Fi and 3G, and Location Sharing features. via iTunes

Google Voice is not a VOIP service.  It is a call forwarding service.  If you use Google Voice to make a phone call with your iPhone, Google Voice connects your iPhone to the number called and you use your cellphone minutes.

Thanks Ryan. Google doesn’t integrate as tightly on the iPhone as it does on your Android phone. Can you make calls with Google Voice over Wi-Fi on your Android?
